Some time ago it would have been completely unacceptable, at least in western Europe. Now, local authorities encourage the citizens to remove some of the sidewalk bricks to make room for plants.
Rotterdam (Holland) can easily aspire to become the green capital of Europe
Of course you can't just smash the sidewalk concrete wherever you want
The authorities request that the width of the sidewalk be not less than 180 cm and no more than 1.5 sidewalk bricks be removed off the house walls

The Youtube tutorial they have prepared guides you step by step showing how to remove the sidewalk bricks and plant the flowers (unfortunately the video is available only in Dutch)
It would be great if more cities followed the Rotterdam's example
It looks like it's a very good way to make our towns and cities greener and more citizen-friendly
One of the most important pluses of this solution is the fact that it generates no costs for the municipality as the citizens pay for everything themselves
Hopefully many cities all over the world will copy the idea. Wouldn't it be great?
